India’s Wastewater Treatment Ecosystem, Part 2: The Solutions Providers

In the first part of this story, we looked at the structural drivers behind India’s growing wastewater-treatment opportunity. A combination of rapid urbanisation, rising water stress, new environmental regulations and a massive gap in sewage generation and treatment capacity has created a need for long-term investment across the wastewater value chain.

The wastewater treatment ecosystem spans a range of activities including sewage collection networks, treatment plants, water recycling facilities, desalination projects and long-term operations and maintenance services. This requires specialisation and different companies participate in different segments of this value chain. Some focus on developing advanced treatment technologies and water-reuse solutions, while others specialise in executing the physical infrastructure required to collect and transport wastewater.

In part 2, we examine three listed smallcap companies: VA Tech Wabag, EMS Limited, and Enviro Infra Engineers, to understand their business models, competitive positioning and where they fit in this segment. (A smallcap company is a listed company ranked 251st and below in India based on market capitalisation, or the total value of all its shares.)

VA Tech Wabag: The technology and solutions leader

VA Tech Wabag is one of India’s most well-established water technology companies headquartered in Chennai.

What Wabag does: The company is involved in the design, supply, installation, construction, and operational management of water infrastructure.  The firm’s capabilities span:

  • Municipal wastewater treatment
  • Industrial wastewater treatment
  • Effluent treatment solutions
  • Water recycling and reuse
  • Desalination
  • Long-term operation and maintenance services

USP: Wabag’s key differentiator is its technology-driven approach. The company participates across the entire water cycle — from wastewater treatment and reuse to desalination and industrial water management. It also has a significant international presence, giving it access to a broader opportunity set than many domestic peers.

How the company may benefit: As India moves from simply treating wastewater to actively recycling and reusing it, technology-focused companies such as Wabag could play an increasingly important role. Wabag is positioned to benefit from:

  • Rising demand for industrial water treatment
  • Growing adoption of wastewater recycling and reuse
  • Expansion of desalination facilities in coastal regions
  • Increasing environmental compliance requirements
  • Growth in recurring O&M (operation and maintenance) revenues from existing projects

EMS Limited: Municipal infrastructure and sewage solutions

EMS is a multi-disciplinary EPC (engineering, procurement and construction) company headquartered in Delhi that provides specialised end-to-end services in water and wastewater collection, treatment, and disposal.

What EMS does: The company focuses primarily on the construction and execution of water and wastewater infrastructure projects, including:

  • Sewerage networks
  • Sewage treatment plants
  • Water supply systems
  • Pumping stations
  • Municipal infrastructure projects

Water and sewerage projects constitute 70% of its business and the remaining 30% consists of civil engineering projects.

USP: Unlike technology providers, EMS is focused on execution. Every sewage treatment project requires supporting infrastructure such as sewer pipelines, pumping stations and collection networks. EMS participates directly in this critical physical infrastructure layer. EMS Limited executes water-supply and wastewater infrastructure projects for government authorities and urban local bodies. According to its prospectus, the company bids for WWTP and WSSP projects funded by state and central government schemes, including AMRUT and the National Mission for Clean Ganga, as well as projects supported by multilateral agencies such as the World Bank.

How the company may benefit: Many Indian cities continue to lack adequate sewage collection systems. As municipalities upgrade their wastewater infrastructure, execution-focused contractors such as EMS could see sustained demand. The company stands to benefit from:

  • Growth in municipal wastewater spending
  • Increasing investments in sewerage networks
  • Growth in city-level wastewater infrastructure projects
  • Continued implementation of AMRUT and related urban programmes

Enviro Infra Engineers: The STP specialists

Enviro Infra Engineers Limited is a multi-disciplinary EPC company headquartered in Delhi that focuses primarily on wastewater treatment infrastructure and is headquartered in New Delhi.

What Enviro Infra does: The company specialises in providing turnkey services in water and wastewater collection, treatment and disposal. Enviro Infra designs, constructs, operates, and maintains WWTPs (wastewater treatment projects) and WSSPs (water supply scheme projects) for government bodies. This includes:

  • Sewage Treatment Plants (STPs)
  • Common Effluent Treatment Plants (CETPs)
  • Water treatment facilities
  • Wastewater management projects

USP: Enviro Infra business is closely aligned with the core problem India is attempting to solve: the deficit between sewage generation and treatment capacity.

How the company may benefit: As municipalities focus on expanding treatment capacity and improving river water quality, specialist STP firms such as Enviro Infra could remain important beneficiaries. The company may gain from:

  • Growing investments in sewage treatment plants
  • Expansion of urban wastewater infrastructure
  • Growth of wastewater recycling projects
  • Continued government spending on environmental infrastructure

India’s wastewater challenge is unlikely to be solved through a single project cycle. Instead, it represents a long-duration infrastructure buildout that could extend over decades as the country works to improve treatment capacity, reduce pollution and secure future water supplies. And within this theme, these companies offer exposure to different segments of the value chain, and could gain from a long list of opportunities across the sector.
